When David O´Rourke is laid off from his job as an intelligence agent, he soon finds employment as an Uploader for The TimeLink Corporation, a futuristic manufacturer of advanced computer devices and software. As an Uploader, O´Rourke´s job is to capture a complete snapshot of the contents of the benefactor´s brain when declared legally deceased. The benefactor has agreed to pay The TimeLink Corporation to provide this service so that their thoughts and memories can be stored for all eternity in the "Will of Memories", a giant protected vault of Super Computers that is maintained on the grounds of The TimeLink Corporation.
The TimeLink Corporation is also the designer of a software suite called The Common Council Software Program. This program enables the individual citizen to help dictate the workings of local and other level governments by allowing a vote on issues of importance. This type of involvement in the workings of government has streamlined the process of public governance so that layoffs within governments at all levels have become inevitable. A growing group of bureaucrats who call themselves The Civicrats and that are the subject of these layoffs decide that in order to maintain their power, they must do anything they can to prevent the national implementation of The Common Council Software Program.
The leader of the Civicrats, Daniel Wozel, has decided to organize a mob and attack The TimeLink Corporation.

The population decides issues by computer voting.
